Repackaged Upstream Source

The original upstream tarball contains version-specific directory names,
which require modification to enable generic Debian packaging. The source
was repackaged as follows:
1. Extracted original tarball: ucspi-tcp6-$VERSION.tgz.
2. Removed some directory levels.
3. Remove conf-*, INSTALL.md and package.
4. Created a new tarball: ucspi-tcp6_$VERSION.orig.tar.gz.
